Poor A/C performance on a '90 Accord is usually caused by a misadjusted heater valve cable. To confirm the cause, warm-up the engine, set the temperature control dial to COOL, then feel the heater core's inlet and outlet pipes on the interior side of the bulkhead. If the pipes are hot, readjust the heater valve cable as described on page 21-28 of the '90 Accord S/M. Here are some additional tips on that procedure:

^ Change step 1 to read: "Remove the air mix cable and disconnect the heater valve cable from the heater valve."

^ While you're down at the heater valve, open and close the valve by hand and make sure the valve arm isn't loose.

^ The cable you're connecting and adjusting in steps 2 and 3 is the air mix cable (it's in series with the heater valve cable). The heater valve cable does not have to be disconnected as shown in the illustration following step 3.

^ After adjusting the air mix cable in step 3, and then again after adjusting the heater valve cable in step 5, make sure there's no "spring-back" in the temperature control dial. The dial should go all the way to COOL when the cable arm is against stopper 1 and the heater valve is shut.
